Many multiplayer games have glitches. Sometimes, players discover these glitches and take advantage of them.
One example of a glitch is a Grand Theft Auto Online glitch that involves reselling a vehicle over and over again to Los Santos Customs. Players doing this glitch were able to make millions. You do not need to modify your console in any way to do this glitch, and according to Youtube and numerous Grand Theft Auto forums, variations of this glitch can still be done, despite several "patches" by Rockstar.
Rockstar has mentioned that they were talking about banning people who used the glitch, but most of the Grand Theft Auto community on the internet says that Rockstar won't bother to ban every single person or that it's Rockstar's fault for not taking care of the glitch sooner.

Rockstar should just fix the issue, can't ban people for this.
It's different than using a software to modify variables in the game and cheats, people doing this should be ban tho.

If they say in the rules people will get banned, yes, they should. If not, no, they shouldn't.

But it's part of the software, it's kind of like a hidden secret, an easter egg, you can even view it as a feature! :D
If Rockstar don't want people to use it, they just have to fix it, which they will do for sure in the near future.
